How Things Got Done: A Management Style Lost
The Wichita-Valley Center Flood Control Project

The Mindset: They were a bunch of conservative businessmen from the State of Kansas who distrusted the Federal Government and deeply resented any implication they couldn't solve their own problems.
Who: The businessmen who formed the Flood Control Committee, elected officials during a decade of City and County government, and City and County employees who distrusted the public.
The Issue: How to build a six square mile Federal Flood Control Project which had little public support from the voters and taxpayers who would pay for 1/3rd the cost.
M.S. Mitchell incorporated the Flood Plain Management and Land Development Specialists, Inc. in November 1992. He was inducted into the Arkansas River Historical Society Hall of Fame for his work done in connection with Wichita-Valley Center Flood Control Project. He is presently the President of the Wichita Board of Park Commissioners. He has served on various Boards, Commissions, and Task Forces, and has been appointed by City, County, and State Governments on matters related to flood control.
Mr. Mitchell attended the Texas Technical College and Wichita University
as a Civil Engineer undergraduate. He previously was a consultant to engineers,
builders, developers, attorneys, drainage districts, City and Country governments,
homeowners, and individuals in matters dealing with the Federal Flood Insurance
Program.
